Based on this the document can be dated to late 1944

A mid 20th century sash, fabricated from silk, incorporating a decorative moir pattern, with a wide yellow field flanked by wide navy blue stripes along the edges, a large circular rosette sewn in place near the bottom end for the placement of the badge, measuring 103 mm wide x 810 mm in length, vibrant colours, intact stitching, extremely fine.
